2025 NOFA for CDBG Public Services & ESG Funding

The applications for the 2025 Notice of Funding Availability for the Community Development Block Grant (CDBG) Public Services and the Emergency Solutions Grant (ESG) will open March 10, 2025.

Applications for the 2025 NOFA will be due Thursday, April 17, 2025 at 5:00 pm. 

Non-mandatory but recommended Technical Assistance will be held on Wednesday, March 19 at 3:00 pm at AWS Foundation (5323 West Jefferson Blvd., Fort Wayne IN 46804).

Community Development Block Grant Public Services

The CDBG program provides the City with the opportunity to support community development by funding activities that enhance local infrastructure, public services, and economic growth. Funds may be used for a range of initiatives, including neighborhood improvements, economic development, and the expansion of community facilities and services.

The amount of CDBG funds available to non-profits for public service activities is capped under the CDBG regulations. The City expects to receive approximately $2 million in CDBG funds for the period from July 1, 2025, through June 30, 2026. It anticipates that approximately $250,000 will be available for competitive public service grants to non-profits.


Funding priority will be given to activities that:

  • Address clearly defined community needs with measurable outcomes;
  • Provide broad public benefit through improved services or infrastructure;
  • Have a well-defined scope, location, budget, goals, and evaluation criteria;
  • Demonstrate a sound financial plan and the capacity for successful implementation;
  • Leverage additional funding sources (non-CDBG or other City funds); and,
  • Support the coordination of broader community development efforts.

Emergency Solutions Grant

The Emergency Solutions Grant (ESG) is a formula grant allocated by HUD according to population and other demographic factors to eligible jurisdictions nationwide. As a result of HEARTH Act changes, OHNS has established four separate eligible ESG program areas:

  1. Shelter Program
  2. Rapid Re-housing
  3. Homeless Prevention Program
  4. Street Outreach Program
