West Main Street Rezoning

Project Overview

The City of Fort Wayne Community Development Staff collaborate with neighborhood and community leaders to develop neighborhood and sub-area plans.  Often these plans include recommendations to rezone areas or corridors to a more appropriate zoning district for the actual land uses, or to encourage more compatible land uses and development patterns for the neighborhood.  The Nebraska Neighborhood Plan (2010) is an example of a plan that includes recommendations for specific areas, including the rezoning of portions of the West Main corridor.

Community Development Staff and Department of Planning Services Staff are collaborating as the Proactive Rezoning Work Group.  We are working on this rezoning initiative, as well as other areas that would benefit from stabilization and redevelopment.  In the past, a neighborhood was responsible for gathering property owner signatures of support to request a zoning change, which is a challenging task for any group.  This collaborative effort will eliminate the need for signatures, and the team will present the request for rezoning to the Plan Commission instead.

A rezoning request is filed with the Department of Planning Services, to be placed on the Fort Wayne Plan Commission Public Hearing Agenda.  Staff will process the request, placing a public notice in the Fort Wayne newspaper, sending courtesy notice letters to surrounding property owners as well as the neighborhood associations, and placing public hearing signs in the neighborhood.  Staff also creates zoning maps and prepares a staff report which will be sent to the Plan Commission members and is available for viewing on the DPS website https://www.allencounty.us/department-of-planning-services.

The public hearing is held for review of the request, at which time property owners and the public can give input and ask questions.  Letters and emails can also be sent to DPS ahead of the public hearing.  One week later the Plan Commission will meet to make a recommendation to send to City Council.  Council usually meets a few weeks later to make their final decision.

2021 Housing Market Potential

Overview

The 2021 Housing Market Potential Study is an analysis of the potential market for new dwelling units within the City of Fort Wayne over the next five years.  It determines the target households who make up Fort Wayne’s potential market; the optimum residential mix of housing types corresponding to the housing preferences of the target households; and the broad rent and price ranges—derived from the financial capabilities of the target households—of new rental and for-sale housing units in the city.

The author of the study is Zimmerman/Volk Associates.

The study area is divided up within 7 zones plus Allen County and City of Fort Wayne to provide context.

Lafayette Street

Lafayette Street (US 27) serves as a major gateway corridor for those visiting Fort Wayne's Downtown and as a primary route for traveling to and from the Fort Wayne International airport via Airport Expressway/Paulding Road.  In addition to serving as a gateway to the heart of Fort Wayne, Lafayette Street connects south side residents to area attractions and provides a first impression of the neightborhoods that are fronting and adjacent to this roadway.

The City is currently working with American Structurepoint to study ways to improve a segment of Lafayette Street from McKinnie to Pettit so that the roadway design is in context with the surrounding residential land uses, thereby providing a safe and attractive environment for residents and enhancing the value of the adjacent neighborhoods.

Wells Street Corridor

 Wells corridorFort Wayne's older, urban commercial corridors such as Wells Street are significant community assets that are also ripe for strategic investments and place-making efforts.   To further enhance this corridor and assist the Wells Street business group, the City's Planning & Policy Department developed a strategic plan for Wells Street.

The Wells Corridor Strategic Plan is intended to provide the business group with strategies for building capacity and skills to promote their businesses, encourage preservation and revitalize the business district.  The City enlisted the services of Sturtz Public Management Group, LLC in the development of the plan.

The Wells Corridor Strategic Plan will act as a mid-range planning tool detailing an implementation strategy for future decision-making over a ten-year period.
